Applicants must be enrolled as full-time first-year students at either the University of Arizona James E. Rogers College of Law or the Arizona State University College of Law and have achieved a grade point average of “C” or better in their first semester of study. The scholarship is awarded on the basis of the student’s past and present public service, commitment to future public service, and financial need. The recipients are selected on an objective basis without regard to race, sex, age or creed.
